Richard "Dick" Allen Jeffrey was born on March 24, 1934, in Windom, Minnesota to the late Frank and Daisy (Pflughaupt) Jeffrey. He was baptized and later confirmed at the First United Methodist Church in Windom. Dick graduated from Windom Area High School in 1952.
On March 6, 1954, Richard was united in marriage to Pauline Ulshafer in Ayer, Massachusetts. After marriage, Dick and Pauline lived in Germany for two years while Dick served in the United States Army. Upon his honorable discharge from the military, Dick and Pauline made their home in Windom. This union blessed them with two children, Mary and Wayne.
For 32 years, Dick worked at Morris Furniture and later as a jailor and dispatcher at the Cottonwood County Sheriff's Office. Dick was a member of the American Legion Post #206 in Windom. From 1968-1989, he was a member of the Windom Fire Department and served as Fire Chief for five years. Dick served 2 terms on the City Council, Finance Commission, Civil Service Commission, Community Center Board, and was an active member of the First United Methodist Church through the years. Dick was also an observer for the National Weather Service gathering data daily and reporting to local papers and radio. In Dick's spare time, he enjoyed tending to his grapes and bonsai trees, wood carving, bird watching, rock collecting and lapidary work, playing cards, and spending time with family and friends.
In April 2019, Dick became a resident of the Good Samaritan Society in Windom. He went home to be with the Lord on Wednesday, December 3, 2020 at the age of 86 years.
Dick is survived by two children, Mary Jeffrey of Windom; Wayne (Su) Jeffrey of Windom; two granddaughters, Sarah Jeffrey Sena (Vinicius) of Brazil and Jennifer Jeffrey (Hector) of Worthington; great granddaughter, Paula Jeffrey Sena; three brothers, Doug Jeffrey of Lake Havasu City, Arizona; Tom (Sally) Jeffrey of Rochester, MN; Bill (Lynne) Jeffrey of Capitan, New Mexico; Brother-in- law, David Ulshafer of Forest Lake, MN and many nieces and nephews.
Dick is preceded in death by his beloved wife, Pauline; his parents, Frank and Daisy; granddaughter, Stephanie Jeffrey; brother Jim Jeffrey; and sister, Marian Schaub.
